This PR is based on apache#7495 from @MichaelScofield -- I resolved some merge conflicts and updated Cargo.toml in the integration tests # Are these changes tested? Rationale for this change
Some down-stream users of arrow-flight are using tonic newer version (0.13) already, better to make arrow-flight upgrade to tonic 0.13 as well.
What changes are included in this PR?
Simply update tonic version to 0.13 in arrow-flight crate, and re-generate the proto, too.
